Hiring Foreign Workers
Foreign labor certification programs are generally designed to assure that the admission of foreign workers to work in this country on a permanent or temporary basis will not adversely affect the job opportunities, wages and working conditions of U.S. workers.

An employer must file a labor certification application in accordance to US Department of Labor regulations prior to bringing foreign workers into the US.

For purposes of foreign labor certification, a prevailing wage is defined as the average wage paid to similarly employed workers in the requested occupation in the area of intended employment.
