The Trade Act of 1974 established the Trade Adjustment Assistance Program which provides re-employment services, Trade Adjustment Assistance (TAA), and monetary benefits, Trade Readjustment Allowances (TRA) to workers whose jobs have been adversely affected by foreign competition.

This law was amended in 1993 to contain special provisions for workers of companies adversely affected by competition from Canada or Mexico, NAFTA/TAA (NAFTA).

It was again amended on August 6, 2002 creating the Trade Reform Act of 2002. The Trade Reform Act of 2002 repealed the NAFTA program and applies ONLY to those petitions FILED on or after November 4, 2002. They can be easily identified by the Petition #. The Petition # will start with a 5 or higher.
