The Division agent arrives at least one-half hour prior to the opening of the polls in order to inspect the polling area to ensure that laboratory conditions will be maintained throughout the conduct of the election. The agent also meets with the parties and their observers to check for changes in the voting list, instruct the parties and answer any questions, set up the voting booths, and seal the ballot box. The agent may ask the parties or their observers whether they anticipate any challenges to the voter eligibility list and may attempt to resolve them before the election.
