Currently, 20 cities and towns in Massachusetts have Responsible Contractor
Cities and Towns with
Responsible Contractor Ordinances
Correctional Facility Corporation
Ordinances (RCO) in place. An RCO is an act of a city council or local government entity that has the same force and effect as a statute when it is duly enacted. It allows municipalities to award or not award "responsible bidders" contracts based on the best interest of the community, and requires all "responsible bidders" to have in place an apprentice program.
A Sponsor Verification form is proof that a company has a valid apprentice-training program with the Commonwealth of Massachusetts. The original form (on state letterhead with a raised seal) is required at the time the bid is submitted, and each form is job-specific.
