Under MGL c. 118G, the Center for Health Information and Analysis (formerly the Division of Health Care Finance and Policy) establishes the rates to be aid for all medical services provided to industrial accident patients. While MGL c. 152, § 69 extends WC coverage to most employees of cities, towns, counties and districts, police officers and firefighters are exempted.

Police officers and firefighters are covered by MGL c. 41, § 100, which allows cities and towns to pay "reasonable" medical expenses of police officers and firefighters for work-related health issues, cities and towns utilize other governmental purchase rate levels for their special group.
