Overview
The Executive
Office of Environmental Affairs (EOEA) has become a leading provider of
digital geographic information within the Commonwealth of Massachusetts.
Data distribution is the primary service offered to the public by MassGIS.
MassGIS distributes sets of data on compact disc covering the entire state
or custom orders of data for any geographic area of the state (a town,
watershed, etc.). All data are referenced to the Massachusetts Stateplane
Mainland Zone (FIPSZONE 2001) coordinate system, Datum NAD83, units Meters.

digital data may be viewed on the Available Datalayers
page. These data may be divided into two groups, as follows:
Vector data (point, line/arc, area/polygon)
are available for distribution in the following format:
ESRI Shapefiles (MassGIS is no longer producing sets of Arc/Info Export Files (.e00) or
Data Viewers with Coverages in Librarian format)
Shapefiles can be imported into a wide range
of GIS software packages including ArcGIS, ARC/INFO, ArcView 3x, ArcExplorer, MapInfo, Maptitude,
GeoMedia, and AutoCAD Map, among others.
Image data, including orthophotos,
scanned USGS Quads, and others, are distributed in these formats:
TIFF
MrSID
JPEG 2000
TIFF images may be used in nearly all software
that can display imagery. The MrSID
format, which allows high levels of compression with very little loss
in quality, is integrated into ArcGIS and may be used in ArcView GIS
3.1 and above by loading the "MrSID Image Support" extension that comes
with ArcView. Other software also supports the MrSID format.
Lizardtech, which developed the MrSID format, makes available plug-ins
for Web browsers and updates and add-ons for various software products,
including ArcGIS, ArcView 3x, MapInfo and MicroStation. Visit http://www.lizardtech.com/download/ for details.
The JPEG 2000 option has been added with the release of the 2005 Color Ortho Imagery. The JPEG 2000 images are 4-band multispectral compared to the 3-band MrSID images.
Note about Charges: The
Massachusetts Legislature established a schedule of fees to be charged
by EOEA for digital data and cartographic services under the Budget Control
and Reform Act of 1989 (Ch. 653, §138). Each product is placed in
a price category according to the complexity of the data or service. The
charges are intended to recover the costs of labor, materials, and computer
processing time expended in fulfilling requests. Call (617) 626-1057 for more information.
Standard Data Products
MassGIS has produced a variety
of standard data products, including the MassGIS Data Viewer (statewide
vector data or a regional subset of vector data and imagery) and sets of
imagery. Prices vary. See the Order Form for
details.
Custom Data Products
Most requests may be filled
with any of the standard data products. In cases where those needs may
not be met, custom data orders may be requested and cost
$50.00 per
CD. Each CD holds a maximum of 700 MB of data. CD sets have a cost of $50.00 for the first 3 CDs and $30.00 for each CD thereafter.
DVDs cost $60.00 per DVD (Sets cost $60.00 for the first 3 DVDs and $40.00 each thereafter). The DVDs are DVD+R and each DVD+R holds a maximum of 4.7 GB of data.
For large data requests it can be more cost effective to order data on your own hard drive. Filling data on hard drives cost $200.00 + $0.25 per GB. You must provide the hard drive. You must read the instructions before sending in your hard drive.
A Note About DXF Data
Users have requested data from MassGIS in DXF format for use in CAD software. Though MassGIS does not produce
or maintain data in DXF format, users may convert our data to DXF via one
of the following methods:

load any of our data into the free "DXFAuthor"
utility, a stand-alone piece of software for Windows 95 and higher. A series
of Wizards will lead you through the conversion process. Please see the
DXF Author page for details and to download.

load any of our shapefiles into the
ShapeDXF Converter utility that comes with ESRI's ArcView GIS 3.2 software
- use the "Export to CAD" ArcToobox tool in ArcGIS 9.x (ArcInfo only)
How to Obtain Data

Data Purchase - Available to all users
from either the public or private sector by reading the Data
Distribution Policy and submitting the MassGIS Order Form
An invoice for total fees will be included
with your order. Payment is to be made via check or money order made out
to the Executive Office of Environmental Affairs. We do not accept
cash or credit cards.

Free Data Download - Available to all
users from either the public or private sector from the Download
section of this Web site. Formats include
ESRI Shapefiles and TIFF, MrSID and JPEG 2000 imagery. Vector data may be downloaded from within MassGIS' OLIVER application.
