In November 2005, ESRI and the Commonwealth of Massachusetts signed a Master Service Agreement (“state blanket contract”) under which all political subdivisions of the Commonwealth of Massachusetts can purchase products and services from ESRI.

The contract prices are less than "list" and about the same as Federal GSA pricing.  This contract replaces the previous contract with ESRI under MSA ITS07.  The new contract is referred to as "ITS24DESIGNATEDENV".  While the state's Operational Services Division handled the details of the contract, Neil MacGaffey at MassGIS  led the procurement team.  He is the point of contact at the state for this contract.  When Massachusetts government agencies request a quote for software or services from ESRI, they will receive a correct quote if they request pricing under MSA "ITS24DESIGNATEDNEV".
