“Public Records and Data Privacy”

Formerly the GIS Coordinator for the Massachusetts Department of Environmental Protection (DEP), Mr. Dilibero is an attorney in private practice. His presentation included a review of what is and is not a public record, data privacy issues, and spatial data liability.

Ms. Carol Rose, Attorney, Hill & Barlow
"Public Data and Rights-to-Privacy"

This talk introduced the Clean Water Act and the TMDL process and how it is applied to lakes in Massachusetts. Lacking water quality data we calibrated a simple land use loading model to estimate phosphorus loads to lakes and developed new target loads and allocation of phosphorus to the lakes.
