“Public Records and Data Privacy”
Formerly the GIS Coordinator for
the Massachusetts Department of Environmental Protection (DEP), Mr. Dilibero
is an attorney in private practice. His work at the DEP involved regulated
businesses and therefore frequently involved issues of public data and
privacy rights. His presentation included a review of what is and is not
a public record, data privacy issues, and spatial data liability.

This talk introduced the Clean Water
Act and the TMDL process and how it is applied to lakes in Massachusetts.
Lacking water quality data we calibrated a simple land use loading model
to estimate phosphorus loads to lakes and developed new target loads and
allocation of phosphorus to the lakes.
