Procurement Options
- Massachusetts'
Master Service Agreement with ESRI - Details on pricing for ESRI's GIS products
and
services under the "state blanket contract"
- Regional
Planning Agency GIS Services
- The regional planning
agencies in Massachusetts each have one or more GIS staff.
Depending on the type and size of the project, RPA GIS staff may
be able to provide GIS services to municipalities. Acquiring services
in this manner is consistent with state law covering municipal
procurements [see MGL Chapter 30B, Section 1(b)(3)]. Contact your RPA
to discuss your options.
- State Contract for GIS Service Providers
- Details on a "state blanket contract" through which any political
subdivision of the Commonwealth can competitively
procure GIS
services without going through a full Chapter 30B procurement process.
MassGIS strongly recommends
that before agreeing to any contract for services you have a fully
documented and clear scope of services that you agree to with your
service provider. This scope should include a budget and a
schedule. If you have question on how to proceed with procuring
GIS services, contact Neil MacGaffey at MassGIS (617-626-1057).

Mapping Guide:
The
information presented in the Parcel Mapping Guide is intended to
provide background information and general guidance on developing
digital versions of assessor’s maps for use in planning, property
assessment, and graphic map display. This document is not a suitable
guide for mapping intended to provide an authoritative definition or
specify limits for legal boundary determination or property conveyance
purposes. Matters related to those more definitive interests
remain the purview of the professional title attorney and/or
professional land surveyor.
