VOCA Antiterrorism Supplemental Grant (ATSG)
The events of September 11 and their aftermath have challenged service providers across the state to develop an unprecedented response. Approximately 177 Massachusetts families lost loved ones in the terrorist attacks. Since September 11, MOVA and DMH have been working with mental health centers and homicide bereavement programs across the Commonwealth. As a result of this collaboration, hundreds of family members and colleagues have received counseling and support services.
Through the Department of Defense Appropriation Act for 2002, which was passed on December 21, 2001, the Office for Victims of Crime (OVC), and by extension MOVA received its direction for use of a two million dollar allocation of funds for the victims and crisis responders of the September 11 terrorist attacks.
Through an open Request For Response held in Spring 2002, MOVA sought qualified vendors that were interested in increasing staff capacity to provide crisis counseling and crisis intervention services to victims, surviving family members, and crisis responders in the wake of September 11. On May 7, 2002, the Victim and Witness Assistance Board voted to award ATSG grants to 13 organizations across the state for a period of 14 months. The subgrants range between $6,000 and $292,000.
The ATSG grant will continue through FY2004. Eleven agencies applied for continuation funding. All of these agencies received funding to continue services through June 30, 2004.
