Joan Schloss, Joan was appointed as Executive Director by the Board in March 2003. Prior to her appointment, she served as the agency’s General Counsel, a position she held since 1986. Before joining the MTRS, she was Counsel to the Boston Retirement Board. Joan is the past president and a current member of the Massachusetts Association of Public Pension Attorneys (MAPPA), as well as a member of the National Association of Public Pension Attorneys (NAPPA). She currently serves as the co-chairperson of NAPPA’s tax section. A frequent lecturer and panelist at educational seminars, Joan has served as a faculty member of the Massachusetts Bar Association's Professional Education Programs. She is also a regular speaker at the conferences of the Massachusetts Association of Contributory Retirement Systems (MACRS) as well as at various seminars presented by NAPPA and Massachusetts Continuing Legal Education (MCLE). A graduate of Suffolk University Law School, Joan earned her Bachelor of Arts from Boston University. She has co-authored several articles on Massachusetts public retirement issues, including: “The Massachusetts Public Employee Retirement Plan and Domestic Relations Orders,” Benefits Issues in Family Law, Suffolk University Law School Advanced Legal Studies Journal, and “The Last Straw as a Triggering Event for Accidental Disability: Must it be More than an Ordinary Activity of Daily Life,” Massachusetts Public Pension Law Quarterly. She is the co-author of the “Retirement Law” chapter in MCLE’s book, Massachusetts Municipal Law. |
