This matter came before the Court on an Information and Record of Proceedings and the Vote and Recommendation filed by the Board of Bar Overseers on March 12, 1999.

In adopting the recommendation of disbarment, I note that the Hearing Panel unanimously recommended that the respondent be disbarred and that the full Board also unanimously voted to recommend that the respondent be disbarred.

I concur with the Board's findings that the respondent has made no showing of special circumstances warranting a lesser sanction for a felony conviction for dishonest conduct undertaken in his capacity as a lawyer.

I agree with the recommendation of the board, and conclude that a judgment of disbarment shall enter disbarring the lawyer from the practice of law, retroactive to November 27, 1996, the date of his temporary suspension.
