Notice of Public Hearing

In accordance with the provisions of Massachusetts General Laws chapter 30A, a joint public hearing will be held on Friday, July 17, 1998 at 10:00 A.M. in Conference Rooms 1 and 2, 21st Floor, John W. McCormack Building, One Ashburton Place, Boston, Massachusetts at which oral comments will be received by the Division of Banks and the Division of Insurance relative to the adoption of their respective proposed new regulations 209 CMR 49.00: Bank Insurance Sales and 211 CMR 142.00: Bank Insurance Sales. Chapter 129 of the Acts of 1998 authorizes the Commissioner of Banks to establish regulations implementing consumer protection regulations relating to insurance sales by institutions covered by the law. In addition, the proposed regulations of the Division of Insurance will establish licensing and consumer protection requirements for financial institutions which seek authority to sell insurance products. In conjunction with this action the Division of Insurance also proposes to repeal 211 CMR 53.00: Regulation of Insurance Companies and Agents Leasing Retail Space from Financial Institutions. Chapter 129 repealed the prohibition on the licensing of banks and certain other financial entities as insurance agents or brokers and it set out numerous consumer protections for insurance sales involving financial entities.

Written comments may be submitted to the Division of Banks and the Division of Insurance on the proposed regulations until 5:00 P.M. on July 24, 1998 and should refer to Docket #G98-16. Notice of Public Hearing

In accordance with the provisions of Massachusetts General Laws chapter 30A, section 2, a public hearing will be held on Monday, August 3, 1998, at 9:30 A.M. in Conference Room 3, 21st Floor, John W. McCormack Building, 1 Ashburton Place, Boston, Massachusetts, at which oral comments will be received by the Division of Banks relative to the adoption of amendments to 209 CMR 33.00 CONVERSION BY CO-OPERATIVE BANKS AND SAVINGS BANKS FROM MUTUAL TO STOCK FORM. The proposed amendments would expressly authorize the conversion of a mutual holding company established under Massachusetts General Laws chapter 167H and 209 CMR 33.00 et. seq. to convert to a stock holding company. The amendments set out the conversion process; the voting requirements to initiate a conversion; the subscription rights of depositors; the grounds for approval or denial of an application; and other requirements of a plan of conversion to be submitted for review by the Division.
