Collection Agency Licensing For An Entity Which Collects Unpaid Parking Tickets
Although an entity sends notices and conducts collection activities to collect unpaid parking tickets or summonses on behalf of municipalities, such instruments do not meet the definition of "debt" under 209 CMR 18.00 because they are not the result of a purchase, lease, or loan of goods, services, of real or personal property. Therefore, such an entity would not be required to be licensed as a collection agency under Mass. Gen. Laws chapter 93 ยง 24 to conduct such activities in the Commonwealth.
