|RE:||Use of NIPR Attachments Warehouse for Electronic Filing of Documents|
The purpose of this Bulletin is to notify insurance producers licensed in Massachusetts that the Massachusetts Division of Insurance ("Division") is now using the National Insurance Producer Registry ("NIPR") Attachments Warehouse for all NIPR renewing producers who need to submit documentation in response to questions on the producer license application. Producer licensees also may use the Attachments Warehouse to report administrative actions and criminal actions to all states.
The Attachments Warehouse is a secure regulatory database which electronically receives, stores, and shares licensing documents with states that are participating with respect to applications and/or renewals of insurance producer licenses through NIPR, a non-profit affiliate of the National Association of Insurance Commissioners. If additional documentation is required by the Division with respect to a producer licensing transaction, the additional documentation may now be submitted via the Attachments Warehouse.
The Attachments Warehouse may be used by insurance producers to satisfy the regulatory requirement to report administrative and criminal actions to the Commissioner of Insurance within 30 days in accordance with M.G.L. c. 175, §162V. Insurance producers may send the required notification and documents to the Attachments Warehouse electronically in lieu of faxing or mailing the documents to the Division. The Division will recognize the reporting of the action to the Attachments Warehouse, the subsequent e-mail alert to the Division, and the state's ability to retrieve, review and download the document as satisfying the producer's statutory requirement to notify and report the action to the Division within 30 days.
