Commissioner's Report and Notice of Public Meeting

Commissioner Charles Peterson has concluded her review of the grant applications, public comments, and other documentation related to the Comcast and Matrix grant proposals.  The Commissioner’s recommendation to the Massachusetts Broadband Institute (MBI) Board of Directors and Executive Committee of the Massachusetts Technology Collaborative (MassTech) Board of Directors is now available to download here:

The Commissioner will hold a public meeting in western Massachusetts to provide municipal officials and the residents of Hardwick and Montague with an opportunity to address any questions concerning the report.  The event details can be found below:

Background 

The MBI has been conducting a thorough review of the proposals seeking state grant funding to expand broadband infrastructure to unserved residents in the Towns of Montague and Hardwick. The MBI received two project proposals, from Matrix Design Group and Comcast, both seeking state grant funding to significantly increase residential coverage in these two towns. In addition to an internal staff analysis, the MBI commissioned independent external reviews from two technical experts, Tilson Technology Management and Wipro. The staff review and technical expert reviews, along with other related documents, are available for review on the MBI’s website.

Feedback Process for Interested Stakeholders

The MBI is seeking feedback from stakeholders on the Comcast-Matrix staff review. There are two ways that stakeholders can provide comments:

  1. Any party wishing to submit written comments on this matter may do so by either electronic mail to DTC.EFILING@STATE.MA.US or by hard copy to:

All comments should be made to the attention of Sara J. Clark, Secretary of the Department, and must reference MBI Public Comments in the subject heading. Only comments received by 5:00 p.m. on Thursday, May 26, 2016 will be reviewed.

  1. MBI, in conjunction with the Commonwealth's Department of Telecommunications and Cable (DTC), will hold a public meeting in western Massachusetts to provide municipal officials and residents of Hardwick and Montague with an opportunity to share perspectives directly with MBI and DTC Commissioner Karen Charles Peterson.  Below please find the details for the public meeting:

Commissioner Charles Peterson will review the comments and other documentation related to the Comcast and Matrix proposals and will submit a grant funding recommendation to the MBI Board of Directors and Executive Committee of the MassTech Board of Directors. This process will conclude with a decision by the MBI Board and MassTech Executive Committee in June.
