Massachusetts recently enacted a law that provides funds for the humane care, maintenance, and adoption of greyhound dogs that raced in the Commonwealth in calendar year 2009. The funds come from simulcast wagering on greyhound races in 2010. The law directs that dog owners and lessees of dogs be granted a sum equal to 1% of the wagers. Additionally, the law directs that kennel owners receive a separate 1.5% of wagers.

The Legislature directed the funds be distributed in a fair and equitable manner. The plan is to distribute the money in the following way: In order to provide some initial reimbursement, each licensed Dog Owner and each Lessee will receive a payment of $300, and each licensed Kennel Owner will receive a payment of $1,000. After the initial payment, any additional payments will be pro-rated based upon the number of starts in 2009 and the funds available for distribution. These payments depend upon future wagers and will vary. Our current estimate is that given the 43,393 starts in 2009, owners and lessees will split about $3.50 per start, and kennel owners will receive about $7.50 per start.
