The Massachusetts Department of Highways ("MHD") is primarily responsible for the design, construction and maintenance of the Commonwealth's state highways and bridges.

In 1996, MHD promulgated "Wiring Massachusetts", an administrative policy that outlines the procedures and policies for handling telecommunications issues along the highway right-of-way. The purpose of this policy is to accommodate the location of both wireless and wireline technologies on MHD land in accordance with federal and state law. Pursuant to this policy, several cellular towers have been built on MHD land and conduit has been laid along the highway right-of-way.

Recently, MHD has initiated a process to update this policy and is currently exploring the best manner to support the location of wireless towers and wireline technologies on its properties. In the near future, MHD will implement this policy, which will advance its commitment to fostering the location of telecommunications on its land.
