Proposed New Medex Choice Medicare Supplement Plan of Blue Cross
and Blue Shield of Massachusetts HMO Blue, Inc.

In accordance with the authority granted to the Commissioner of Insurance under Massachusetts General Laws Chapter (“Chapter”) 176K, a hearing will be held at the Division of Insurance, 1000 Washington Street, Boston, Massachusetts, on the first floor in Hearing Room 1-E beginning at 10 a.m. on Tuesday, April 22, 2014 to consider the request of Blue Cross and Blue Shield of Massachusetts HMO Blue, Inc. (“HMO Blue”) for approval of its proposed “Medex Choice Medicare Supplement Plan” filed pursuant to Chapter 176K and 211 CMR 71.00 et seq. as a Medicare Select plan using the HMO Blue’s closed provider network with primary care physician selection and referral requirements.  The hearing shall also consider such related matters as are set forth in the filings relating to this product.

The purpose of this hearing will be to afford all interested parties an opportunity to provide oral and written statements relating to the proposed forms and rates so that the Commissioner may determine whether the benefits provided are unreasonable in relation to the rates charged; whether the rates are excessive, inadequate or unfairly discriminatory; and whether the company employs utilization review programs and other techniques acceptable to the Commissioner which have had or are expected to have a demonstrated impact on the prevention of reimbursement by the company for services which are not medically necessary.

All documents relating to this proceeding shall refer to Docket No. R2014-01 and shall be sent to the Docket Clerk, Hearings and Appeals, at the above address by mail, fax or hand delivery, or sent via email to doidocket.mailbox@MassMail.State.MA.US.  Persons who wish to present oral or written statements at the April 22, 2014 public hearing should submit a request to do so to the Docket Clerk by no later than April 18, 2014, by mail, fax, hand delivery or by email.  Those who do not notify the Division in advance will be heard after those who do notify the Division.  The filing may be inspected in the offices of the Division during normal business hours.
