POLICY 2010-02

I. POLICY OBJECTIVES & APPROVAL REQUIREMENTS

This policy, developed by the Board of Certification of Operators of Drinking Water Supply Facilities (the Board), establishes criteria relative to the use of drinking water exams for certification. The policy includes the following:

  1. Approved exams
  2. Use of sequential exams
  3. Reciprocity

II. APPROVED EXAMS

  1. All applicants for certification must successfully pass an exam approved by the Board prior to submitting an application for certification.
  2. The Board approves exams developed by the Association of Board of Certification (ABC) for testing applicants for certification.
  3. The Board shall offer the following exams:

a. Distribution: VSS, D1, D2, D3 and D4 Exams

b. Treatment: T1, T2, T3 and T4

III. USE OF SEQUENTIAL EXAMS

  1. Before January 1, 2012 - Applicants may take any level of exam.
  2. On and After January 1, 2012 - All applicants shall complete the exams sequentially.

i. An applicant must pass the 1D exam before being allowed to take the 2D exam.

ii. An applicant must pass the 2D exam before being allowed to take the 3D exam.

iii. An applicant must pass the 3D exam before being allowed to take the 4D exam.

iv. An applicant must pass the 1T exam before being allowed to take the 2T exam.

v. An applicant must pass the 2T exam before being allowed to take the 3T exam.

vi. An applicant must pass the 3T exam before being allowed to take the 4T exam.

3. Exemptions - Applicants who hold an Operator-In-Training (OIT) or Full license shall be allowed to take the next higher level of exam without repeating a lower level exam.

i. An applicant holding a 1D OIT or Full license may take the 2D exam.

ii. An applicant holding a 2D OIT or Full license may take the 3D exam.

iii.An applicant holding a 3D OIT or Full license may take the 4D exam.

iv. An applicant holding a 1T OIT or Full license may take the 2T exam.

v. An applicant holding a 2T OIT or Full license may take the 3T exam.

vi.An applicant holding a 3T OIT or Full license may take the 4T exam.

IV. RECIPROCITY

  1. The Board shall grant reciprocity to any applicant who meets the following conditions:

a. The applicant must hold a license of the same grade in another state as the license he/she is seeking and that license must be in good standing.

b. The state in which the other license is held shall be a member of ABC and shall be able to verify that the applicant successfully passed the ABC exam for the grade license.

c. The applicant must meet all education and experience requirements for the grade of license being applied for in Massachusetts.

IX. WAIVERS

The Board may waive any requirement of this policy in exceptional situations as determined by the Board. All waivers shall be included in the minutes of the Board.
