Re: Upcoming Changes to Real Property Appraiser Qualifications for July 1, 2013 and Jan. 1, 2015

The Appraiser Qualifications Board (AQB) of The Appraisal Foundation adopted numerous amendments to the Real Property Appraiser Qualification Criteria.
(A) Supervisory Appraiser and Trainee Appraiser Requirements – Effective Date July 1, 2013
Effective July 1, 2013, an Appraiser Trainee shall be directly supervised by a State-Certified Appraiser (Supervising Certified Appraiser) who is listed in good standing in the training jurisdiction and not subject to any disciplinary action within the last two (2) years that affects the Supervising Certified Appraiser’s legal ability to engage in appraisal practice. The Appraiser Trainee shall be permitted to have more than one Supervising Certified Appraiser but a Supervising Certified Appraiser may not supervise more than three (3) Trainees at one time unless approved by the licensing jurisdiction. Lastly, the Appraiser Trainee shall be entitled to obtain copies of his/her appraisal reports.
(B) 2015 Real Property Appraiser Qualifications Criteria – Effective Date January 1, 2015
Enclosed please find a summary of the upcoming changes to the Real Property Appraiser Qualifications, effective date of January 1, 2015. This notice may also be found on the Board’s website at mass.gov/dpl/boards/ra under both the “News & Updates” or the “Quick Links” links entitled “Upcoming Changes to Qualifications”.
Given the aforementioned criteria amendments, please be advised that any applicant taking the State-Licensed or Stated Certified Real Estate Appraiser Examination on or after January 1, 2015 must meet the 2015 Real Property Appraiser Qualifications Criteria on the date of the examination. Per the AQB, there will be no exceptions and no grandfathering provisions.
The Board requests that all Real Estate Appraiser Educational Providers notify all of its students of the upcoming changes and distribute the enclosed notice.
