    Starting on April 16, 2012, the Division of Banks will expand its use of the Nationwide Mortgage Licensing System and Registry (NMLS) to manage Check Seller, Debt Collector, Foreign Transmittal Agency, Insurance Premium Finance Company, Motor Vehicle Sales Finance Company, Retail Installment Finance Company and Small Loan Company licenses.  

    Effective March 30, 2012, the Division of Banks will no longer accept paper applications for the above mentioned debt collector, consumer finance company and money services businesses licenses.  As of April 16, 2012 those companies wishing to apply for licensure must do so through NMLS.  Any paper company application received after March 30th will be returned to the applicant.  Please direct all inquiries to nmls@state.ma.us.


  • Mortgage Companies and Mortgage Loan Originators

    The Division of Banks licenses mortgage lenders and brokers, and mortgage loan originators, pursuant to Massachusetts General Laws chapter 255E and its implementing regulations found at 209 CMR 42.00 et seq and Massachusetts General Laws chapter 255F and its implementing regulations found at 209 CMR 41.00 et seq, respectively. Applicants for a license to become a mortgage lender or broker, or mortgage loan originator should carefully review all laws, regulations, and regulatory bulletins governing mortgage companies prior to submitting an application through the Nationwide Mortgage Licensing System.

  • Finance Companies (including Motor Vehicle Financing)

    The Division of Banks licenses all finance companies, including insurance premium finance companies, motor vehicle finance companies, retail installment finance companies, and small loan companies. Applicants for any of the finance company licenses should carefully review all applicable laws, regulations, and regulatory bulletins governing finance companies prior to submitting an application.

  • Debt Collectors and Loan Servicers

    The Division of Banks licenses all debt collectors and registers all loan servicers pursuant to Massachusetts General Laws chapter 93, sections 24 through 28 and its implementing regulation 209 CMR 18.00 et seq. Applicants for a debt collector license or loan servicer registration should carefully review all applicable laws, regulations and regulatory bulletins governing debt collectors and loan servicers prior to submitting an application.

  • Check Cashers

    The Division of Banks licenses all check cashers pursuant to Massachusetts General Laws chapter 169A and its implementing regulations found at 209 CMR 45.00 et seq. Applicants for a check casher license should carefully review all applicable laws, regulations, and regulatory bulletins governing check cashers prior to submitting an application.

  • Money Transmitters

    The Division of Banks licenses all money transmitters, including foreign transmittal agencies and check sellers. Applicants for either of the money transmitter licenses should carefully review all applicable laws, regulations, and regulatory bulletins governing money transmitters prior to submitting an application.
