Debt Collectors and Loan Servicers

The Division of Banks licenses debt collectors and registers loan servicers pursuant to Massachusetts General Laws chapter 93, sections 24 through 28 and its implementing regulation 209 CMR 18.00 et seq. Applicants should carefully review all applicable laws, regulations and regulatory bulletins governing debt collectors and loan servicers prior to submitting an application to the Massachusetts Division of Banks through the Nationwide Multi-State Licensing System & Registry (NMLS).

  • 209 CMR 18.00: CONDUCT OF THE BUSINESS OF DEBT COLLECTORS AND LOAN SERVICERS

  • TO APPLY FOR OR AMEND A LICENSE OR REGISTRATION

    All applications for company or branch licenses, or company registrations, must be filed with the Massachusetts Division of Banks through the Nationwide Multi-State Licensing System & Registry (NMLS).  Paper license/registration applications are no longer accepted.  Applicants for a debt collector license or third party loan servicer registration are instructed to carefully review all applicable laws, regulations, and regulatory bulletins prior to submitting an application.
