One of the Commission's foremost responsibilities includes the issuance of licenses to Associations who operate racetracks, as well as issuance of occupational licenses to every person who participates in racing.

During 2009, the Racing Commission issued a running horse racing license to Sterling Suffolk Racecourse, LLC located in East Boston to conduct thoroughbred racing and to Ourway Realty, LLC, Plainridge Racecourse, located in Plainville to conduct harness horse racing in 2010. The Commission did not approve license applications filed by Massasoit Greyhound Association and Taunton Dog Track, Inc. for 2010, since live greyhound racing in Massachusetts is prohibited in Massachusetts effect January 1, 2010, pursuant to Chapter 388 of the Acts of 2008.
