OCPF receives electronically filed campaign reports on the
Electronic Filing System (EFS).
The OCPF searchable campaign finance database contains reports from state, county and some
municipal candidates, registered state and local political party committees, state political
action and people's committees, state ballot question committees and reports of independent
expenditures made to support or oppose candidates who file with OCPF.
E-filed reports are posted almost immediately after they are received on the EFS server for public
inspection on OCPF's searchable campaign finance database. OCPF does not screen reports
prior to their posting. EFS visitors can search for or view an entire report or they can
search for aggregated political contribution and expenditure information using date or amount
ranges, or by other criteria such as name, employer, zip code, city or town.

committees to commence mandatory electronic filing were staggered over a three year period.

The EFS was updated on January 1, 2010 to reflect the changes in the campaign finance law made in the
Act to Improve the Laws Relating to Campaign Finance, Ethics and Lobbying which was signed into

Reporter 5 is the latest version of OCPF's free campaign finance reporting software.
It was developed for PC-based systems only. Reporter 5 offers a more robust client
solution for committees who wish to utilize their database of campaign finance

- Web Reporter
Web Reporter is OCPF's online e-filing application. Candidates, committees and
banks can use Web Reporter to electronically file their campaign finance reports without
having to download or install any software on their computers. Web Reporter simply
requires a web browser with cookies enabled. Candidates and committees who use Mac
computers must use Web Reporter.

OCPF provides an EFS
specification for vendors who contract to provide e-filing services to Massachusetts
candidates and committees as part of their overall campaign management software solutions.
The specification package provides information about Massachusetts' campaign finance
reporting system and detailed information about uploading campaign finance reports to the
EFS.
