FY2014-16: Issuing and Filing IRS Forms 1099 for Tax Year 2013
CTR Memo FY2014-16 has been posted to the CTR Web Portal. This memo confirms the actions that will occur for Federal Income Tax reporting to the Internal Revenue Service (IRS), Social Security Administration (SSA), and for State Income Tax reporting to the Department of Revenue (DOR) for all 1099 reportable payments made from MMARS. This also serves as a reminder to departments that the Office of the Comptroller (CTR) is the Commonwealth’s Tax Clearinghouse.

MMARS Saturday and Holiday Hours
MMARS and LCM will be available on Saturday, December 28, from 9:00 A.M. to 7:00 P.M. The Help Desk will not be staffed and any Saturday Help Desk calls will be returned on Monday, December 30.

MMARS and LCM will be available on New Year’s Day, Wednesday, January 1, from 7:00 A.M. to 7:00 P.M. A normal LCM cycle, but no financial cycle, will be run. The Help Desk will not be staffed and any holiday Help Desk calls will be returned on Thursday, January 2.

To avoid unintentionally installing it yourself, follow these good security practices:

  • Don't click on links within pop-up windows.
  • Choose "no" when asked unexpected questions.
  • Be wary of free downloadable software.
  • Don't follow email links claiming to offer anti-spyware software.

MMARS Hint of the Week - Copy Forward Vendor Address
When copying forward from an encumbrance, the payment document does not pull forward the Vendor's Procurement Address Code; instead, it defaults to the VCUST Payment default address. In many cases, the address is the same, but it can be different. Departments should review the address information prior to submitting documents to Final.

For Contracts using the new Standard Contract Form, the correct Address Code must be listed in the contract to ensure that the payment is made to the correct address or correct bank account. Therefore, payments must be verified against the Contract Form. Departments will lose Prompt Pay Discounts (PPD) and may incur late penalties if payments are sent to the wrong address. With large corporations with multiple address codes, verifying the correct address code is critical. This verification is also a crucial part of preventing fraud and the waste of resources to make corrections.
