The vision of the Council is to; insure the quality of long-term, in-home, personal care by recruiting, training and stabilizing the work force of personal care attendants.  Fulfilling this mission requires a commitment from all Council members and from consumers of PCA services whom they represent.

The Council body was formed to ensure that consumer control of the PCA program is preserved as an essential component of the independence, dignity and self-sufficiency that the PCA program provides.

The Council is tasked with representing the interests of consumers as the employers of PCAs by assisting to resolve policies and procedure issues, promoting workforce development, and ensure service quality and satisfaction.

Since the Council was formed, it has many achievements in furthering this mission:

  • During its first year in operation (2008), the Council negotiated the initial collective bargaining agreement with the union representing MassHealth PCAs. Since that time PCAs have received several pay increases, sick and tuition benefits.
  • A partnership with Rewarding Work Resources Inc. to develop and operate a free web based Directory for PCAs to post resumes and MassHealth consumers to search and hire PCAs
  • Established  a training and continuing education fund with the PCA Union providing free classes and tuition support for returning to school to promote advanced certifications
  • The development of an orientation program for all newly hired PCAs, offered through statewide group and consumer taught options
