JOB DESCRIPTION

Summary:
The Administrator works under the direction and supervision of the five (5) member Easthampton Contributory Retirement Board. This position requires the handling of confidential information. This individual must have effective written and oral communication skills, be detail oriented, flexible, have the ability to work independently, and manage a multitude of tasks.

Operations:
Administrator  manages the operation of the Easthampton Retirement System and ensures that the office complies with the requirements of MGL Chapter 32, the regulations of the Massachusetts  Public  Employees  Retirement  Administration Commission (PERAC), 840 CMR, and the policies of the Easthampton Contributory Retirement Board.  Must act as the Retirement Board's liaison for communications and correspondence with members of the system, PERAC, external auditors, actuaries, investment advisors and attorneys. Works cooperatively with City Departments and other Massachusetts retirement boards. Responds to questions, researches and resolves retirement issues.

Responsibilities:
Financial and Accounting:

Provide monthly accurate financial reporting to PERAC including the preparation of the Trial Balance, accounts payables and receivables and adjusting entries
Produce the Annual Statement for PERAC
Prepare and monitor the Annual Operating Budget for the Board
Responsible for monthly retirement payroll and reconciliation, assessment of proper deductions
Submission of annual data for actuary, auditors and PERAC
Process tax forms for retirement benefits, refunds and rollovers
Monitor and ensure sufficient cash flow for monthly operations including capital calls and investments

Counseling. Benefits and Claims Processing:
Conducts and attends educational forums for potential retirees
Counsels individual members regarding retirement estimates
Counsel and process disability applications
Review and enforce Qualified Domestic Relations orders
Assure accurate and timely retirement benefits

Review workers' compensation settlements and apply offsets accordingly
Retirement Board Meetings:

Timely and accurate posting of meetings
Preparation of agenda and distribution of information and materials to Board members
Generate minutes for acceptance
Responsible for the maintenance and updates of all Retirement Board policies and regulations
Remain current on case law and PERAC Memos, and summarize for the Board

Compliance, RFP's, Legal and Other:
May be required to create an RFP for good or services with evaluation system
Maintain Procurement schedule and ensure timely issuance of RFP'S
Initiate all new contracts in collaboration with Board Counsel to ensure compliance
Review and maintain retirement records and retention schedules in compliance with Secretary of State rules and regulations
Work with Board Counsel regarding all legal matters, contractual, potential appeals or litigations
Perform additional duties as requested by the Retirement Board
Perform duties of Records Access Officer

Qualifications:
Bachelor's Degree desired
Minimum of five (5) years' experience and knowledge of MGL Chapter 32 desired
Ability and willingness to continually upgrade skills through regular attendance of training by PERAC and MACRS
Strong technical/computer skills, including Microsoft Office Products
Ability to troubleshoot and resolve issues
Strong interpersonal skills with the ability to communicate effectively, and compassionately
