REFERENCE: Report of the Examination of the Falmouth Retirement Board for the two-year period from January 1, 2007 through December 31, 2008.

Dear Chairman Brodeur:

The Public Employee Retirement Administration Commission has completed a follow-up review of the findings and recommendations contained in its audit report of the Falmouth Retirement Board for the most recent period referenced above.  We conduct these visits as a regular part of the oversight process.  They are designed to ensure the timely implementation of corrective action for the recommendations cited in that report.  The results are as follows:

The Audit Report cited a finding that the Falmouth Housing Authority was excluding on call pay from regular compensation. The payment of $100 was made weekly on a rotating basis among four Housing Authority employees.  This payment fits the definition of regular compensation under 840 CMR 15.03 in that it is, “ordinary, normal, recurrent repeated; and of indefinite duration.”

Follow-up Result:  The Retirement Board has advised the Housing Authority of this error and it has been corrected.  In addition, the Housing Authority provides the Retirement Board a complete weekly payroll copy for verification of all deductions.  This finding is considered resolved.

The Commission wishes to acknowledge the effort demonstrated by the staff of the Falmouth Retirement Board to correct the deficiencies cited in the most recent examination of the system.
