Board Administrator
Salary Range: $56,000 - $66,000
Essential Duties & Responsibilities
Maintains financial and member records and executes administrative policies determined by or in conjunction with the 5-member Swampscott Board, ensuring compliance with Chapter 32 of the General Laws of Massachusetts and State regulatory rules and regulations by performing the following duties. Other duties may be assigned.
- Supervision of 1 Retirement Board staff member, including training employees; planning and directing work
- Analyze and report to the Retirement Board pending legislation that may impact the Retirement System
- Serve as a liaison between the Retirement Board and outside agencies, including PERAC, DALA, independent auditors and investment managers and custodians
- Supervise the administration of the Swampscott Retirement Systems by ensuring compliance with Chapter 32 of the MGL
- Counsel pensioners in retirement planning
- Estimate and calculate pensions
- Prepare and maintain all accounting records
- Prepare individual case dossiers for Retirement Board hearings
- Prepare monthly payrolls for pensioners
- Serve as recording Secretary for all Retirement Board Meetings
Qualifications
Required qualifications:
- Some government or pension related accounting experience with a minimum of two years of hands-on supervisory or managerial experience
- Must have experience with preparation of payroll tax returns and bank reconciliation and analysis of investment reports
- Must process leadership, technical skills, strong oral and written communications skills
- Must possess the ability to schedule, meet and maintain daily, monthly, quarterly, and annual deadlines and maintain integrity of financial and individual retirement records
- Must possess the ability to communicate effectively with staff, Retirement Board members, investment managers and custodians and Town management, as well as with active and retired members
- Pension portfolio management
Desirable qualifications:
- Knowledge of MGL 32, PERAC Regulations and TACS/Tyler computer software and Microsoft Office
- Should have knowledge of retirement accounting procedures and regulations
Education/Experience:
Candidate should possess Bachelor’s degree in Accounting or business-related discipline from accredited 4-year college or university plus a minimum of 4 years related experience
