AN ACT AUTHORIZING THE
CITY OF TAUNTON TO RE-INSTITUTE
AN EARLY RETIREMENT PROGRAM.

 |
|
- This
bill authorizes the
City of Taunton to
institute an early
retirement program
on the same terms,
conditions and eligibility
requirements as those
contained in chapter
one hundred sixteen
of the acts of two
thousand and two,
except as otherwise
provided herein.
- The
authority granted
to said city by this
act may be exercised
if a majority of the
city council of said
city votes to accept
this act and then
the mayor of said
city formally approves
this act, both of
which must occur within
thirty days of its
effective date.
- Any
employee eligible
under authority of
this act shall file
his or her application
for retirement not
later than a date
determined by the
mayor of said city,
which shall be no
later than July 1,
2003; provided, the
retirement date for
eligible employees
shall be determined
by said mayor and
shall not be earlier
than the effective
date of this act and
shall be no later
than July 31, 2003.
- The
mayor of said city
may limit the total
number of employees
for whom he will approve
a retirement calculated
under this act or
the total number of
employees within each
group classification
for whom it will approve;
provided, that the
mayor shall have the
flexibility to grant
early retirement to
eligible employees
who are in positions
targeted for elimination
in order to further
reduce costs.
- This
act shall take effect
upon passage.

bill provides for a
local option early retirement
incentive of up to five
years of added age or
creditable service (subject
to local limitation
of the added benefit
and the number of employees
for whom it will approve
the early retirement)
for members of city,
town, counties, districts
and authorities' retirement
systems. The locality
must accept the section
by 6/30/03.
An employee
must submit an application
no later than 11/1/03
and retire no later
than 12/31/03. PERAC
shall analyze, study,
and valuate the costs
and actuarial liabilities
attributable to the
additional benefits
payable in accordance
with the provisions
of this section for
each retirement system
on or before 12/31/04.

This
bill provides for a local option
early retirement incentive of up
to five years of added age or creditable
service (subject to local limitation
of the added benefit and the number
of employees for whom it will approve
the early retirement) for City of
Worcester employees. The locality
must accept the section within 30
days of the effective date of the
Act.
In addition to the
eligibility requirements of said
chapter one hundred sixteen, the
early retirement incentive program
shall apply to any otherwise eligible
individual who was an employee of
said city on or before January 30,
2003 and was separated from his
or her employment solely on account
of budget reductions.
Any employee eligible under authority
of this act shall file his or her
application for retirement not later
than a date determined by the city
manager of said city, which shall
be no later than June 1, 2003; provided,
the retirement date for eligible
employees shall be determined by
said city manager and shall be not
earlier than the effective date
of this act and shall be no later
than June 30, 2003; except that
the retirement date of any employee
eligible under section three of
this act shall be the date of said
separation.

bill provides for a local option

This
bill provides for an early retirement
incentive of up to five years of
added age or creditable service
for employees in Group 1, 2, or
4 of the Massachusetts Parole Board.
This shall be a similar benefit
to Chapter 219 of the Acts of 2001.
The employee shall
file his application for retirement
between 2/1/03 and 3/1/03 and retire
no later than 4/1/03.

This
bill provides for a local option
early retirement incentive of up
to five years of added age or creditable
service for employees of the Blue
Hills Retirement System. The Board
of Directors shall accept this provision
no later than 8/31/03. This shall
be a similar benefit to Chapter
219 of the Acts of 2001.
The employee shall
retire no later than 11/1/03.

This bill
provides for a retirement incentive
of up to five years of added age
or creditable service for Massachusetts
state employees in Group 1 and 2.
Said employee shall retire within
twelve months of the date of enactment
of this session.
