Governor Patrick has made transparency a top priority in the Commonwealth's handling of the stimulus funds. This section describes how this is enforced.

In the pages following, facts on recovery funds awarded to and expended by state agencies are presented. As you will see, many programs have been awarded significant funding. All programs require procedures to be followed in the expenditure of these funds. Over the summer and into the fall, agencies have begun this process. With these processes in place and the flow of federal funds increasing, you can ex expect the percentage of funds expended to increase dramatically over the next few months.
