540 CMR 4.00
Periodic annual staggered safety and combined safety and emissions inspection of all motor vehicles, trailers, semi-trailers and converter dollies.
Enhanced Emission and Safety Test
The purpose of 540 CMR 4.00 is to provide (1) Inspection procedures for all motor vehicles in accordance with M.G.L. c.90 §7A, (2) Inspection certificates issued pursuant to M.G.L. c.90 §7V, (a),(b),(c) and (3) the licensing of stations and inspectors approved to perform safety and emissions inspections pursuant to M.G.L. c.90 §7W. The new Enhanced Emissions & Safety Test provides a more complete, more accurate test for vehicle emissions. With few exceptions, all registered vehicles will be required to take the test, including diesel cars, trucks and buses.
Low Emission Vehicle Program
The Massachusetts Low Emission Vehicle (LEV) law, enacted in 1990, requires that all new passenger vehicles sold and registered in Massachusetts meet cleaner California motor vehicle emission standards.
Simply put, the LEV program requires that new vehicles - any vehicle with 7,500 miles or less on the odometer - must be equipped with factory-installed California-certified advanced emission control systems. This applies to all 1995 and newer passenger cars and light-duty trucks up to 6,000 pounds sold and registered in Massachusetts.
