Electronic Lien and Title

The Electronic Lien and Title Program, (ELT), is a paperless title process by which the Massachusetts Registry of Motor Vehicles, and lienholders can electronically exchange vehicle and title information. In the ELT process, instead of printing a paper title and mailing it to the lienholder, the RMV transmits an electronic record of the Massachusetts Certificate of Title.

The Title record remains electronic until one of the following occurs:

  1. The vehicle’s owner satisfies the loan, the lienholder sends an electronic message to the RMV. The RMV releases the lien, prints and mails the title to the vehicle owner.
  2. A dealer takes a vehicle in trade, or an insurance company, if the vehicle is totaled, pays off the balance of the loan, the lienholder sends an electronic message to the RMV. The RMV releases the lien, prints and mails the title to the dealer or insurance company.
  3. The lienholder may request the title be printed and mailed directly to them for business purposes other than above.

Once the RMV has received the electronic message, the title is printed and mailed the following business day.
