The genesis for the legislation lay with the efforts of a bi-partisan coalition of Asian American leaders who sought to revive the Asian American Commission and its mission. These people included Atty. Paul W. Lee, Atsuko Fish, Kija Kim, Dr. Ravi Sakhuja, Nam Pham, Seung H. Choi, Ilyas Bhatti and Mary Truong.

With State Treasurer, Timothy Cahill (D - Quincy), and his Chief Counsel & Deputy Treasurer, Atty. Grace Lee (the highest ranking appointed Asian American in MA Government), as its chief supporters, the legislation was filed by State Senator Michael Morrissey (D - Quincy), Senator Richard Moore (D - Uxbridge) and Representative Bruce Ayers (D - Quincy). The legislation was also recently co-filed in the House of Representatives by Representative Kay Khan (D - Newton).

In addition to Grace Lee from Treasurer Cahill's Office, Senator Morrissey's aide, Tackey Chan, Senator Moore's aide, Denise Chan, Newton Alderman Amy Mah Sangiolo and former MA Senate Business Manager, Leverett Wing have all taken on major roles in this effort.
