Over the past two years, the Administration and Legislature have adopted bond authorizations for capital spending of approximately $18.7 billion. A large majority of the projects authorized in these bond bills will be used through the sale of Commonwealth bonds, including General Obligation Bonds and Special Obligation Bonds. The annual amount of borrowing, called the "Administrative Bond Cap", is determined each year by the Administration based on affordability and priority of projects.
