Attendees: Gerry Morrissey, Jane Edmonds, Joe Belil, Paul Spooner, Patricia Johnston, 
Liz Casey, Joseph Tringali. 
Assistant Secretary Gerry Morrissey calls the meeting to order. 
I.          Approval of Minutes from November 2Pt Meeting (*vote) 
Paul Spooner proposes a correction in the minutes. A motion to approve was made and second. All voted unanimously for the minutes from November 21, 2006 meeting. 
II.        Formation of Subcommittees 
Asst. Sec. Morrissey proposed that the subcommittees be assigned as follows: 
Training: The council will work towards deciding how training of PCAs will be funded and implemented. 
Governing and Administration: This committee will be run by Paul Spooner, Jane Edmonds and Joe Belil. Responsibilities will include defining authority (as in the legal parameters of the council), writing and management structure, minutes and determining the distribution of the budget once one is provided. Regulation and Recruiting: This committee will be run by Patricia Johnston, Joseph Tringali, Paul Spooner and Liz Casey. They will work with state programs to discuss labor issues, benefits and any major issue concerning recruitment of PCAs. 
III.       Next Steps 
The next meeting is currently set for January 22, 200 in the cafeteria. There will be an attorney attending who will discuss rule and legal guidelines of a council. Also state program similar to the health council will discuss labor issues as well as budget and benefits that could be implemented for the PCAs. 
Motion to meeting adjourned at 4:08 p.m. unanimously voted for.
