Harris, M.D., Medicaid Director RE: Claiming Medicaid Reimbursement for Students Placed in the Judge Rotenberg Center Background Currently, school-based Medicaid providers submit interim claims for students in private residential programs. In addition, tuition payments are included in the annual direct service cost report and quarterly Medicaid administrative activity claims. Federal Financial Participation (FFP) Changes The Centers for Medicare & Medicaid Services (CMS) has issued guidance to MassHealth that, effective December 14, 2012, federal financial participation (FFP) is not available for services provided by the Judge Rotenberg Center, located in Canton, Massachusetts. Therefore, effective immediately, MassHealth will not request FFP for expenditures for tuition for students placed at the Judge Rotenberg Center. Such expenditures must be excluded from all school-based Medicaid direct service and administrative activity claims. If your school district included such tuition expenditures in your FY 2012 annual direct service cost report, please remove these expenditures and resubmit your cost report to the University of Massachusetts Medical School by April 10, 2013. The deadline for receipt of the corrected FY 2012 cost report certification of public expenditure letters is April 10, 2013. If your district included such tuition expenditures in any of your FY 2012 administrative activity claims, amendments to those claims must be submitted no later than April 15, 2013, with the certification letters due no later than April 20, 2013. Interim claims or tuition expenditures for the Judge Rotenberg Center must not be included in any FY 2013 or future claims.
