Notice of Public Hearing
Under the provisions of M.G.L. c. 30A, the Municipal Police Training Committee (“MPTC”) and the Peace Officer Standards and Training Commission (“POSTC”) will conduct a public hearing for the purposes of gathering comments, ideas, and information concerning a new regulation governing the use of force by law enforcement officers.
Note: This public hearing will be held virtually using the Microsoft Teams platform. You may join via computer or telephone as described below, but please note that if you are joining by computer you may need to allow extra time to download Microsoft Teams. Those who intend to join the meeting are strongly encouraged to register in advance by email to john.melander@mass.gov. Attendees should otherwise dress and conduct themselves as if attending the hearing in person.

Summary of Proposed Regulation
With the signing of “An Act relative to justice, equity and accountability in law enforcement in the Commonwealth,” by the Governor on December 31, 2020, commonly referred to as “police reform,” the Commonwealth took a major step forward in establishing uniform training standards and accountability for all law enforcement officers in the Commonwealth. The new law requires the MPTC and the POSTC to jointly promulgate regulations governing the use of force by Commonwealth law enforcement officers.
