Overview of Notice of Public Hearing Concerning Mass General Brigham Incorporated

Notice is hereby given that, pursuant to 105 CMR 100.445, the Massachusetts Department of Public Health will conduct a hearing to permit comment on the application for Determination of Need (DoN) Application #MGB-20121612-HE filed on February 12, 2021 by Mass General Brigham Incorporated (Applicant), located at 800 Boylston Street, Suite 1150, Boston, MA 02199 for a Substantial Capital Expenditure and Substantial Change in Service by The General Hospital Corporation d/b/a Massachusetts General Hospital located at 55 Fruit Street, Boston, MA 02114. The Proposed Project includes the following: (A) construction of a new building that will contain the following: (1) 482 new private medical/surgical and intensive care unit (ICU) beds and with the corresponding closure of 388 existing semi-private beds, MGH will have a total of 94 additional licensed beds (54 additional medical/surgical; 40 additional ICU beds); (2) relocated and expanded outpatient oncology services; (3) 24 cardiovascular operating rooms; (4) two additional computed tomography (CT) units; (5) two additional magnetic resonance imaging (MRI) units; (6) two additional positron emission tomography-computed tomography (PET/CT) units; (7) one additional positron emission tomography-magnetic resonance (PET/MR) unit; and (B) other clinical services renovation projects at MGH’s main campus and licensed satellites. The total value of the Proposed Project based on the maximum capital expenditure is $1,880,774,238.

The hearing will be held on Tuesday, March 23, 2021, from 6:00PM-9:00PM. Due to the State of Emergency declared by Governor Charles D. Baker on March 10, 2020, and subsequent emergency orders limiting public gatherings, the hearing will be conducted on a moderated conference call. Such hearing shall not be adjudicatory but shall be in the nature of a public forum for the presentation of any comments that may be relevant for consideration by the Department of the Proposed Project. Persons wishing to make their views known may appear at the hearing or may submit written comments to the Massachusetts Department of Public Health, Determination of Need Program, 67 Forest Street, Marlborough, MA 01752 or via electronically to DPH.DON@massmail.state.ma.us. Written comments will be accepted up until 5:00 P.M. on Friday, April 2, 2021. All written comments submitted to the Department may be posted on the Department’s website and released in response to a request for public records.
