NOTICE OF PUBLIC HEARING

Under the provisions of M.G.L. c. 30A, the Peace Officer Standards and Training Commission (“POST Commission”) will conduct a public hearing for the purposes of gathering comments, ideas, and information concerning new regulations governing the processes and standards for the recertification of law enforcement officers.

Summary of Proposed Regulation:  With the signing of “An Act relative to justice, equity and accountability in law enforcement in the Commonwealth,” by the Governor on December 31, 2020, the Commonwealth took a major step forward in establishing a centralized and uniform system of holding all law enforcement officers in the Commonwealth accountable to the citizens of the Commonwealth. 

The new law requires the POST Commission to recertify law enforcement officers prior to the expiration of their current certification.  These regulations seek to establish standards and procedures for the recertification of law enforcement officers. The POST Commission proposes promulgating this regulation 555 CMR 7.0 Recertification regulations (adopted June 8, 2022).

Note:  This public hearing will be held virtually using the Zoom platform. You may join via computer or telephone as described below, but please note that if you are joining by a computer you may need to allow extra time to download Zoom. While it is not required, you are encouraged to pre-register if you are interested in offering comments at the hearing by sending an email to POSTC-comments@mass.gov with the subject line “Recertification Regulations.”  Attendees should otherwise dress and conduct themselves as if attending the hearing in person.

Written comments or testimony in advance of the hearing are welcome and may be submitted by e-mail to POSTC-comments@mass.gov with the subject line “Recertification Regulations” or by mail to General Counsel Randall Ravitz, Peace Officer Standards and Training Commission, 100 Cambridge Street, 14th Floor, Boston, MA 02114.  Please note that comments received after July 15, 2022, at 5:00 PM may not be accepted.  All persons desiring to be heard on this matter should appear at the designated time and event.  Given the volume of comments anticipated, the POST Commission may limit requests to speak to no longer than three minutes.
