Executive Order  No. 17: Travel by uniformed and civilian personnel of Federal Armed Forces on public ways during civil defense alerts

WHEREAS, the Armed Forces of the United States have informed me that it is essential to the military defense of the United States that certain military personnel or civilian employees of the Armed Forces be permitted to drive private vehicles on the streets and ways of the Commonwealth during an alert, which is defined as the period between the red alert signal and the following all-clear signal:

NOW, THEREFORE, I, Paul A. Dever, Governor of the Commonwealth, acting under the provisions of Acts of 1950, chapter 639, and all other authority vested in me, do hereby issue this order as a necessary preparatory step in advance of actual disaster and for the purpose of co-operating with the Armed Forces of the United States in a matter pertaining to the common defense.

1. The Director of Civil Defense of the Commonwealth shall, in consultation with appropriate commanders of the Armed Forces of the United States, or their representatives, approve a placard or other vehicle identification device to be issued for use on private vehicles of such military personnel or civilian employees of the Armed Forces, who must, in the judgment of such military commanders, be permitted to travel on the streets and ways of the Commonwealth during an alert, in the interests of the military defense of the United States. Such placard or other identification device shall indicate that the vehicle on which displayed is an essential military vehicle, to be permitted to proceed without delay, and shall also indicate the military command or installation issuing such placard.

The Director shall see to it that all traffic control personnel in the Commonwealth are acquainted with the form and purpose of such placard as may be approved by him.

2. All traffic control personnel in the Commonwealth are hereby instructed that any vehicle bearing such placard shall be permitted to proceed without delay, notwithstanding that the red alert signal has been sounded and the regulations established by Executive Order No. 14, are in force.

3. Placards will be produced and issued by the military commanders concerned and they are requested to furnish to the Director, upon request, such information concerning placards issued as he may require in order to carry out the purposes of this order.

GIVEN at the Executive Chamber in Boston this twelfth (12) day of September, in the year of our Lord one thousand nine hundred and fifty-two, and of the Independence of the United States of America, the one hundred and seventy-sixth.
