Executive Order  No. 51: Designating the State Division of the Blind as the State Agency to Administer Social Security Act Title X Medical Aid to the Blind

WHEREAS, The Division of the Blind in the Department of Education is the Massachusetts State agency which administers the program of assistance to the blind under Title X of the Social Security Act; and

WHEREAS, it is vital to maintain continuity of concern and care in our program of assistance to the blind in Massachusetts;

NOW, THEREFORE, I hereby order as follows:

1. Pursuant to the last paragraph of Section 1902 (a) of Public Law 89-97 of the 89th Congress, the Division of the Blind in the Department of Education shall be the State agency to administer that portion of the State plan for medical assistance called for by Sections 1901 and 1902 of said Title which relates to blind individuals and shall comply with Federal requirements governing such designated state agency.

2. The Department of Public Health shall exercise the same role and responsibilities with regard to the State plan administered by the Division of the Blind in the Department of Education under Title XIX of the Social Security Act as it is to exercise with regard to the State plan administered by the Department of Public Welfare under Title XIX of the Social Security Act pursuant to Executive Order No. 49 signed on January 31, 1966.

3. This executive order shall be considered an amendment to Executive Order no. 49. Given at the Executive Chamber in Boston this 5th day of August in the year of our Lord one thousand nine hundred and sixty-six and of the Independence of the United States of America, the one hundred and ninety-first.
