WHEREAS, the Executive Office of Elder Affairs was established by Chapter 862 of the Acts of 1970 and is authorized to serve as an advocate for the elderly and to stimulate the development of necessary services for the elderly; and

WHEREAS, the function and duties of the Executive Office of Elder Affairs should be carried out with the active participation of the elderly, themselves, and all other segments of the community concerned with their interests and needs;

NOW, THEREFORE, I, Francis W. Sargent, Governor of the Commonwealth, by virtue of the authority vested in me as Supreme Executive Magistrate, do hereby order as follows:

  1. There is hereby established a Citizen's Advisory Committee to the Executive Office of Elder Affairs to consist of elders representing all regions of the Commonwealth and a broad spectrum of elderly subgroups and organizations. All members shall be appointed by the Governor, who shall designate a Chairman and Deputy Chairman from among the members. Members shall serve for one year terms and may be reappointed. The Committee shall review plans and programs of the Executive Office and advise the Secretary in areas of policy, program and budget. Meetings shall be held at regular intervals within the discretion of the Chairman, or upon call of the Secretary, but shall occur at least four times per year.
  2. There is hereby established a Professional Task Force to the Executive Office of Elder Affairs to consist of professionals from the various disciplines in the aging field. All members shall be appointed by the Governor, who shall designate a Chairman and Deputy Chairman from among the members. Members shall serve for terms of one year and may be reappointed. The Task Force shall make studies of specific areas of concern to elders and shall advise the Secretary and recommend detailed plans for action by the Executive Office. The Task Force may form sub-committees and may call upon persons outside its membership for research and recommendations. Meetings of the Task Force shall be held at regular intervals at the discretion of the Chairman or upon call of the Secretary, but shall occur at least four times per year.
  3. The Citizen's Advisory Committee and the Professional Task Force shall receive the full cooperation of the Executive Office of Elder Affairs and of all other departments or agencies of the Commonwealth.
