Guidance for Chapter 91 Waterways Submissions
Consistent with the Baker-Polito Administration’s Executive Orders related to the COVID-19 emergency, MassDEP offices are physically closed until further notice, however the Waterways Program remains “open for business”. Staff are working remotely to review and process License and Permit Applications, Requests for Minor Modifications, and to respond to inquiries and requests from public and private entities.
With restricted access to MassDEP offices, receiving materials via hand delivery is not an option and incoming mail will be processed as expediently as possible. To facilitate timely receipt of materials and review within regulatory timeframes during this period, all applicants, stakeholders and other participants or interested parties are requested to submit ALL APPLICATION AND SUPPORTING MATERIALS using electronic means if possible - in addition to original paper copies addressed in the normal manner.

The Department is presently developing procedures for convening Public Hearings virtually using teleconference technology. Program staff will confer with applicants on a case-by-case basis.
