Guide Apply for EEC Professional Qualifications Certification

If you want to work in a Group or School Age Child Care program licensed by the Department of Early Education and Care, as either a Teacher, Lead Teacher, or Director, you need a Professional Qualification Certification from EEC.

EEC Professional Qualifications Certification eligibility requirements

The Department of Early Education and Care (EEC) offers six types of Professional Qualifications Certification:

  • Infant-toddler Teacher 
  • Infant-toddler Lead Teacher 
  • Preschool Teacher 
  • Preschool Lead Teacher 
  • Director I
  • Director II

Overview of the application process

General applications

If you live in Massachusetts, have completed all of your coursework in the United States, and are not a graduate of an approved Massachusetts high school program in early education, you may apply as a general applicant. To apply, download and complete the EEC Professional Qualifications Certification application packet for general applicants and submit it to EEC along with supporting documents that verify your eligibility for the certification type

Please note that your official transcript, the copy of your degree, or the copy of your diploma must show the date that you got your degree. We will return all original certificates. In addition, the work verification form(s) must be signed by your supervising Lead Teacher or Director; you cannot verify your own experience.  Please keep a copy of your complete application packet for your records.

Mail the application and supporting documents to EEC's Professional Qualifications Certification Unit.

If your application is complete and you qualify for the Professional Qualifications certification, you will receive your certification in mail. If your information is not completed or you don’t qualify, you will receive a letter explaining why you aren’t receiving a certificate.

Additional Resources for General applications

Applications for out-of-state residents or holders of non-US coursework

If you are a Massachusetts resident looking to teach in an EEC licensed program and have completed coursework outside of the United States and Territories, or if you do not reside in Massachusetts but have a job pending in an EEC licensed program, you must apply for certification using the EEC Professional Qualifications Certification application for out-of-State residents and applicants with coursework outside of the U.S. To apply, download and complete the application and submit it to EEC along with supporting documents that verify your eligibility for the certification type

Please note that your official transcript, the copy of your degree, or the copy of your diploma must show the date that you got your degree. We will return all original certificates. If your official college transcript is from a foreign country, it must be submitted with an evaluation from an agency that provides foreign credential evaluation services and translates it into English. The evaluation must be listed course by course credit.

Applications for graduates of "Ch. 74 Approved” and other approved Massachusetts high school programs

If you graduated from a Chapter 74 approved voc-tech high school program in Early Education or another approved Massachusetts high school program in Early Education, you can apply for Teacher certification by submitting the application for Chapter 74 voc-tech and other approved Massachusetts high school programs.  To apply, download and complete the application and submit it to EEC along with supporting documents that verify your eligibility for the certification type (Infant-Toddler Teacher or Preschool Teacher.)

If your application is complete and you qualify for the Professional Qualifications certification, you will receive your certification in mail. If your information is not completed or you don’t qualify, you will receive a letter explaining why you aren’t receiving a certificate.
