What you need   for Expand a competitive supplier or electricity broker license to serve residential customers

Competitive suppliers and electricity brokers should mail a complete paper copy of the application.

Competitive suppliers and electricity brokers must also email an electronic copy of the application to:

  1. dpu.electricsupply@mass.gov, and
  2. mark.marini@mass.gov

If you are requesting that some information in the application be kept confidential, you must also provide:

  1. a motion for protective treatment
  2. an unredacted copy of the materials for which protection is sought (with each page as marked confidential)
  3. a redacted (or public) copy of the materials

  1. License application review

    After reviewing your application, we will contact the regulatory contact listed on the application by phone or email if we have any questions.  If we do not have questions, you will not hear from us. 

  2. DPU notification

    If the DPU approves your license application to expand to serve residential customers, we will notify the regulatory contact listed on the application via a letter in the mail.

  3. Requirements to remain licensed

    Competitive suppliers and electricity brokers must:

    1. File updated information to the DPU within 30 days of any material change in its license information. 220 CMR 11.05(2).
    2. Submit a yearly renewal application by July 1 if it wishes to remain licensed. D.P.U. 19-07-C, 220 CMR 11.05(2).

    Competitive suppliers must also: 

    1. Submit information disclosure labels to customers on a quarterly basis. 220 CMR 11.06(2).   
    2. Send an annual customer rights booklet to its customers.  G.L. c.164 § 1F(4)(i) and 220 CMR 11.06(5).
    3. Submit reports and notices to the DPU and customers. D.P.U. 19-07-A.

  1. When must a licensed competitive supplier or electricity broker submit an expansion license application?
    • You must submit an expansion license application if you are already licensed to serve commercial and industrial customers in Massachusetts and are seeking to serve residential customers.
  2. How does a competitive supplier or electricity broker know whether it is approved to serve residential customers?
    • The DPU’s list of licensed electricity suppliers and brokers will indicate whether you are licensed to serve residential customers.  If there is an “R” in the RCI column on the same line as the Company’s name, then the competitive supplier or electricity broker is licensed to serve residential customers.
  3. If a competitive supplier or electricity broker submits an expansion license application, does the competitive supplier or electricity broker also need to submit a license renewal application?
    • Yes, the expansion license application is separate from the license renewal application.  Pursuant to 220 CMR 11.05, an Applicant must file an updated license renewal application annually.
  4. Is there a fee for the expansion license application?
    • No, there is no cost to submitting an expansion license application. 
  5. Does the expansion license application need to be notarized?
    • Yes, the expansion license application must be notarized.
