  1. Before You Apply

    You need to schedule a pre-application meeting with the appropriate MassDEP Regional Office before you proceed.

    This will clarify the process for you, acquaint agency staff with your project, and result in faster processing of your application.

    If you submit an application without scheduling such a meeting, MassDEP may require one before it can determine whether your application is administratively complete.

  2. Review the Instructions & Guidance

    See the documents below for:

    • Guidance on how to prepare your application, including a completeness checklist.
    • ePlace Portal screen-by-screen online filing instructions.

    Important Notes:

    • Even when applying online, you will still need to complete a conventional Application Form and upload it as an attachment during the online filing process.
    • There is no longer a stand-alone form for modifying an existing beneficial use determination (BUD) approval. Once a BUD has been approved, an amendment link will appear next to the record in ePLACE. Click on “Amend” to apply for a modification. If you hold a BUD permit that was issued outside of the ePLACE system and wish to modify it, you will need to apply on a paper form available from MassDEP.
  3. Complete the Application Form

    Even when applying online, you will still need to complete a conventional Application Form and upload it as an attachment during the online filing process.

    You may fill out and save the Microsoft Word form on your computer. The PDF version has to be printed out and completed by hand.

  4. Submit Your Application & Fee Payment

    1. File online via the ePlace Portal.

      Note: If you are a first-time user, you will need to create an account first.
       
    2. When prompted, upload your completed Application Form from Step 3 above as an attachment.
       
    3. Pay your fee online with a credit card and submit your application, or you may mail your fee payment to:
