The CORE Management Program is designed for Commonwealth of Massachusetts Executive department employees who have at least 12 months of full-time service with the Commonwealth and are:
- Managers and supervisors who have completed at least one Performance Evaluation (e.g., EPRS, MassPerform or ACES) of another state employee within the prior year, or
- Individuals who indirectly oversee others in order to accomplish a strategic project or agency initiative

What To Expect
Led by experienced facilitators, subject-matter experts and Executive department leaders, CORE kicks off with an orientation session followed by five courses held between January and May 2020. Classes will be offered at two prime locations. Please see the CORE Management Program at a Glance for more information.
The learning experience includes:
- A competency-based curriculum that is aligned with agency business priorities. View the Core Competency Matrix for more details.
- A blended learning design including on-demand courses, microlearning segments, classroom learning and workplace assignments, assessments, coaching, and real-time feedback.
More than theory, the curriculum integrates various forms of ‘practice’ – the key activity that promotes real skill development. Along the way, participants will have the opportunity to build lasting connections. Upon graduation, you will become part of the growing network of CORE program alumni.

Program Requirements
Attendance
The purpose of the CORE Management Program is to provide participants with an opportunity for growth and development. Given the investment of time and resources, it is important that participants are committed to attending all of the program sessions.
Attendance is mandatory.
The “Program Schedule” is provided above in the "Program at a Glance" section. Interested candidates can plan regular work-related commitments, professional conferences and vacations in advance, so that they do not conflict with program dates. In the event a participant misses a class, the program coordinator will contact the participant. If a participant misses two classes, they will be withdrawn from the program and be asked to reapply the following cycle.
Extenuating Circumstances
In the event of an unexpected emergency, the participant will inform the program coordinator at CORE.HRDTraining@mass.gov that they will not be able to attend the session. The program coordinator will assist the participant in identifying another session which they may attend.
Course Assignments and Commitment
CORE consists of five (5) courses held between January 2020 and December 2020. Additionally, you will be required to attend the program orientation. Please see the Program at a Glance section above for dates and locations of CORE courses.

Candidates who are accepted are required to attend all classes and complete all assignments, a commitment of approximately 12-14 hours of interactive learning activities per month.
Graduation Requirements
Participants will be eligible for graduation in 2020 by completing following requirements:
- attendance in classes and
- submission of completed assignments
If the participant is unable to meet these requirements, they will be invited to participate in the graduation ceremony, however they will not receive a certificate of completion until all requirements are met. Outstanding requirements must be received no later than 5 days following the deadline date.

- Submission of completed online program application
- Supervisor Recommendation (submitted online by your supervisor)

NOTE: Incomplete applications will result in disqualification from the selection process.
Selection Process
Candidates must apply for the program. A candidate's supervisor or manager will be required to submit a recommendation. Agencies provide input and feedback to inform the final selection process.
Participant Selection
A selection committee will review application packages and recommend participants for the program based on:
- Applicant’s responses to the application questions
- Responses from the supervisor’s letter of recommendation
- Agency input and feedback
For the CORE 2020 Management Program, applicants will represent a cross-section of the Commonwealth’s agencies.
