BOSTONToday, Governor Charlie Baker nominated Carol-Ann Fraser of Andover to the position of Associate Justice of the District Court (Circuit). Fraser brings over two decades of private practice experience in the district and superior courts of the Commonwealth and is currently General Counsel and the Assistant Executive Director to the Massachusetts State Lottery Commission where she has served since 2016. 

“Attorney Fraser’s breadth and combination of criminal and civil litigation experience will serve the Commonwealth well,” said Governor Charlie Baker. “I am pleased to nominate this highly qualified attorney and to submit her name to the Governor’s Council for their advice and consent.”

“I am confident that Attorney Fraser’s familiarity with the trial court system, honed over more than two decades in many courtrooms, will allow her to run fair, efficient and effective courtroom sessions,” said Lt. Governor Karyn Polito. “Her longstanding and deep commitment to the Lawrence community will be well received by the bench, bar and community which she will serve with distinction and honor, if confirmed by the Council.

Judicial nominations are subject to the advice and consent of the Governor’s Council. Applicants for judicial openings are reviewed by the Judicial Nominating Commission (JNC) and recommended to the governor. Governor Baker established the JNC in February, 2015 pursuant to Executive Order 558, a non-partisan, non-political Commission composed of volunteers from a cross-section of the Commonwealth's diverse population to screen judicial applications. Twenty-one members were later appointed to the JNC in April 2015. 

About Carol-Ann Fraser:

Carol-Ann Fraser has served as General Counsel to the Massachusetts State Lottery Commission since 2016. Fraser began her legal career as an Associate at two Boston area law firms, where she practiced civil litigation from 1989 until 1995 when she opened and became a Partner at Fraser Law Office LLP in Andover. At Fraser Law, she represented individuals in all phases of civil and criminal litigation and she served as a mediator. Fraser brings 29 years of experience to the Court. Fraser graduated cum laude from Regis College in 1985. She then completed her J.D. in 1989 at Suffolk University Law School where she was an Editor of the Suffolk Transnational Law Journal. Additionally, Fraser has been active in the legal community, where she served on the Executive Committee and as President of the Lawrence Bar Association, on the Board of Directors of the Essex County Bar Association Advocates and as a volunteer mediator in Essex County Superior Court. In the greater Lawrence community, Fraser has served on the Board of Advisors for the Boys & Girls Club and on the Board of Directors for Neighborhood Legal Services. Fraser lives in Andover with her family.
